In the early 1980s',.when the pre-operational REMP was being .

formul~ted, a it was decided to include noble-gases in the sampling

. program. This decision, even though a prudent and technically correct one, was.not required by NRC regulations. The sampling  ;

- for' noble gases continued'through the pre-operational and .

.operationaliphases.of REMP, but late in 1989, LILCO decided'to

' change the operational'REMP. The defueled condition of the -

planti then and now, makes noble gas monitoring technically

unnecessary.
