In accordance with the Order to Show Cause issued by the Commission on October 24, 1977, members of the NRC staff met with staff members of the General Electric Company on October 28 and 29, 1977, to discuss all NRC-licensed activities at Vallecitos Nuclear Center (VNC) other l
than tne General Electric Test Reactor which is the subject of the Order to Show Cause. The relationship of the latest geologic and seismic information regarding the VNC site to the continued operation of facilities in which are located special nuclear material subject to Special Nuclear flaterial License No. SNM-960 is of concern to the NMSS staff. On the basis of information previously prepared by the NRC staff and further information orally presented by the GE staff members, the NMSS staff has performed a preliminary safety evaluation of such facilities taking into account the latest information available to the l
NRC staff regarding the geologic and seismologic environment at VNC.
l A copy of this preliminary report is attached for your information as l.
Also taken into consideration in this report are certain commitments l
made by the GE staff. These commitments include:

Limiting the onsite activities to those experienced in the recent past and therefore result in total quantities, types and fonn of material, as well as processes repre-sentative of those conducted in the recent past. New programs which introduce variations in these parameters l
beyond those provided in the oral presentations will not I
be initiated without prior NRC review and approval.
2.
Proposal to limit the presence of explosive and flamable materials in all buildings containing special nuclear material.

Proposal to drain the onsite lake by November 7, 1977 -
Prior to receipt of more current information dealing with this subject and a favorable staff review, the lake will be kept drained.

Operations in cell #3 of the Radioactive Materials Laboratory, which involve fission product, or radioiso-tope separation, will not be conducted without prior NRC re/few and approval.
Formal documentation of GE's oral presentation which served in part as a basis for our safety evaluation is required. The information will be used to formally confirm the bases assumed for our preliminary safety analysis and to assist us in determining under our license review what future action, if any, may be necessary to ensure the safe continued operation of facilities in which are located special nuclear material subject to Special Nuclear Material License No. SNM-960. Accordingly, provide, within seven (7) days of the date of this letter, formal documentation of GE's presentation to the NRC staff on October 28 and 29, 1977, including the comnitments identified above,.
