Dear Mr. Chairman:
Enclosed is a verbatim retyping of a letter received recently in my Oakland district office.
The letter was unsigned and undated.
It appears that this letter may be from a Vallecitos employee or former em-ployee who has intimate knowledge of the.GETR structure.
If the allegations made in this letter are true, then very serious structural problems exist in the GETR which relate directly to the matter of the Show Cause Hearing.
I forward this for your information and appropriate disposition, since it would appear that the purpose of the letter is to bring these matters to the attention of the NRC.

Here are some reasons for not granting General Electric fluclear Test Reactor in Pleasanton, California a license for start-up.
The reactor is unsafe because the reactor canal concrete is crumbling and powdery.
Even with the canal liner it is leaking radioactive water,about 300 gal an hour.
The primary heat exchanger has a crack in the wall and is leaking water.
The primary pipe system has Ccbalt-60 pellets circulating thru it, it is highly radioactive and some pellets are caught in a few of the weld backing rings.
It is a safety hazard.
How can pipe restrainers work when the primary pipe welds have never been inspected The first floor subpile room should be inspected by the 11RC for safety violations.
The reactor is hooked up to a seismograph, but it does not work.
