Dear Sir:

Florida Power Corporation (FPC) is submitting this letter as the response required by Action Item I of NRC Bulletin 93-02, " Debris Plugging of Emergency Core Cooling Suction Strainers." FPC has determined that Crystal River Unit 3 (CR-3) has two ventilation system trains within the Reactor Building (RB) that contains fiberglass media in the filters. These ventilation filters are identified as AHFL-10A and AHFL-108, which are part of the Reactor Building Cavity Cooling System (XB). No other fibrous material is temporarily stored in the RB.

The Bulletin directed that immediate compensatory measures be taken to assore the functional capability of the ECCS. FPC's compensatory measures are comprised of two steps which assures that the ECCS remains functional. First, modifications were made in 1990 to preclude movement of the filter media during normal operation. When the frames which hold the 18 filters in place were observed to be suffering from reduced structural integrity due to corrosion, FPC installed new stainless steel racks and secured the upstream face access with %" stainless steel screen to preclude an event from blowing the filters out. Since the filter frames have not been designed to withstand LOCA forces, they will be removed as discusse.d later.

Page 2 Second, before the completion of the midcycle maintenance outage which ended on April 26,1993, Reactor Building inspections by Nuclear Operators were performed to assure that no loose debris (trash, rags, clothing, or other material) was present which could be transported to the RB emergency sump and cause restriction :

RB floor. No debris was found which could impact ECCS performance.

FPC has determined that these filters may be removed while CR-3 is at power.

However, prudent planning is required to minimize the personnel exposure to radiation and heat stress. That planning has already started. FPC will remove  ;

filters AHFL-10A & AHFL-10B no later than September 7,'1993 in accordance with i the Bulletin guidance. FPC expects the filters will be removed before this date.  ;

In accordance with Bulletin Action Item 2, FPC will advise the NRC within 30 days after the completion of the filter removal.
