Subject: NRC Investigation - Diablo Canyon Units 1 and 2
This mfers to an investigation conducted by NRC Region V on December 16, 1981,
through January 6,1982, of activities associated with the preparation and
submittal to PG&E for review and coment of drafts of the Preliminary Report,
Seismic Reverification Program for Diablo Canyon by R. L. Cloud Associates.
Inc., prior to the submittal of this report to the NRC by letter dated
November 18, 1981.
Areas examined during this investigation are described in the enclosed
investigation report. Within these amas, the investigation consisted of
examination of representative records and interviews with personnel.
In accordance with 10 CFR 2.790 of the Consission's regulations., a copy of
this letter and the enclosed investigation report will be placed in the NRC's
Public Doctanent Room. We have determined that the investigation report
does not contain any information that we believe to be exempt from
disclosure under 10 CFR 9.5(a)4. This matter has been discussed with
Mr. R. F. Locke of Pacific Gas and Electric Company and Dr. R. L. Cloud
of R. L. Cloud Associates. Inc.; and although they have not examined the
report, they agree with our determination in this regard.
You will be ' informed, separately, of any enforcement or other actions the
NRC m y take as a result of this investigation.
At some future date the enclnsed investigation report will be published as
a NUREG. A copy of the NUREG docisnent will be submitted to you by this
office upon its publication.
