5 This'is an interview of Mr. Barclay S. Lew, 6 Supervising Licensing Engineer for the Pacific Gas:and 7 Electric Company.

8 This interview is taking place in room 3101 g of the corporate headquarters of the-Pacific Gas and 10 Electric Ccmpany at 77 Beale Street, San Francisco, 11 California.

12 Mr. Lew is being interviewed as part of the

, 33 on-going investigation being conducted being conducted 34 by the U.S. Nuclear Regulatory. Commission to develop the 15 facts and happenings surrounding the present reverifica-16 tion program of the seismic design of the Diablo Canyon

23 MR. FAULKENBERRY: Mr. Lew, did you attend 24 both the October the 9th and the November 3rd, 1981 25 meetings.with the NRC at Bethesda, Maryland?

2 'MR. "AULKENBERRY: Mr. Lew, it has been 3 determined that four separate draft reports of Dr. Cloud's 4- work were submitted to PG&E.

-5 These draft reports were submitted.to PG&E 6 on the approximate dates of October 21st, October 26th, 7 November 6th and November 12th, 1981.

8 My question is, prior to November.the 3rd, 9 1981, were-you aware that PG&E had remeived the October 10 21st and October 26 draft reports from Dr. Cloud?

11 MR. LEW: No, I was not.

12 MR. FAULKENBERRY: Can you.tell us when you 13 became aware that either the October 21st or October 26th

15 MR. LEW: No, I was not aware of either of 16 those being submitted to PG&E.

2 MR. LEW: Well, the October 20th report 3 I was made aware as a result of - ~do you have a calendar?

4 (Pause)'

5 MR. LEW: As I recall it was a Saturday.

6 (Pause) 7 MR. LEW- The first time I became aware, it 8 was a Saturday and it would have been -- it was the 9 Saturday after the Board notification was published, 10 I guess, was provided.

11 MR. FAULKENBERRY: Could you give an approximate 12 date then, from the c alendar? When that occurred?

13 MR. LEW: I don't recall the exact date

17 came out on a Friday and I became aware of the report, l 18 specifically the report of the 20th that Saturday, there_

I 23 MR. FAULKENBERRY: Okay, what about the E

j 24 October 26th report. When did you become aware of that?

25 MR. LEW: Specifically, it wasn't until in fact 4

) 1 today; I was only aware of the first October 20th report.

2 I had assumed that that was the -- when I became aware 3 of the notification, I -- the notification itself addressed 4 the October 20th report and r.ot all the others which 5 you've identified, so it wouldn't have been until - it 6 wasn't until today, sometime.

7 MR. FAULKENBERRY: Mr. Lew, to clarify for 8 t he record, you' re referring to the October 20th report.

9 Do you mean the October 21st report?

10 MR. LEW: The 21st, I'm sorry. No, I was 11 referring - I was referring in the latter part to the I

12 ones latter on.

13 MR. FAULKENBERRY: October 26th _-

k 14 MR. LEW: Yes, because I was aw'are of the 15 October 21st report as a result of the notification.

16 MR. FAULKENBERRY: Okay, thank you, g 17 Mr. Lew, while you were in attendance at the

! 18 November 3rd meeting with the NRC, did you hear the g 19 statements made by Mr. Maneatis, Mr. Norton, and Dr. Cloud, 8

3 MR. LEW: My initial' impression when I heard i 4 those statements, was that I was aware that Dr. Cloud's 5 results that he had presented at the meeting were presented 6 to us the weekend before the presentation and when those 7 statements were made, I had some I guess you'd call it 8 anxiety that I was not sure if those statements were 9 otally in line with the fact that the presentation was 10 made by Dr. Cloud to PG&E that weekend, but as I read 11 i t he re , I am not sure if those statements account for 12 that or not, but I do recall during, when I heard those

. 13 statements, that I was aware that Dr. Cloud's results, 14 the ones he presented at the meeting, were given to 15 us at -- the ones he presented at the meeting were given

. 16 to us the Sunday before and that's what I was really 17 concerned about.

g j 18 My impressions when I heard those words, was

g 19 not really concerned about the. report or anything in ,

20 particular but it was really focused on that Dr.' Cloud's a

! 21 results that he presented that day during the November 3rd a

d 22 presentation were given to us the first time that weekend i

23 and that was my initial reaction.

I 24 MR. FAULKENBERRY: Okay, Mr. Lew. Based upon 25 your concerns that you had, as you just described them, l

(sll".y 1 did you while at the meeting or any time thereafter, j 2 inform any of your management or Mr. Norton, Dr. Cloud or 3 Mr. Maneatis of your concerns?

4 MR. LEW: I don't recall. Immediately there-5 after we went to lunch and there was a lot of discussion 6 going on, but I do not specifically recall brining it up 7 myself.

8 I do recall that there was some question 9 in my mind, that -- but I don't specifically recall-10 bringing it to someone else's attentior.

11 MR. FAULKENBERRY: Thank you.

12 Mr. Lew, prior to the November 3rd meeting

. 13 with the NRC, it's my understanding that PG&E representative s 1-4 -had meetings prdbably on October 31st, Saturday and 15 Sunday November 1st and Monday, November 2nd in preparation 16 f6r the November 3rd meeting.

g 17 Di~d you attend any of these meetings?

l 18 MR. LEW: I attended all the meetings.

i 19 MR. FAULKENBERRY: At any of these meetings j 20 Mr. Lew, did you hear any conversations regarding draft i

!: 21 reports that Dr. Cloud had submitted to PG&E?

f 22 MR. LEW: I don't recall any specifically.

I I don't recall any specifically. It was an extremely i 23 24 busy time but I don't recally any specific references 25 to the draft report. I do recall that during, on Sunday,

1 Dr. Cloud presented his findings.

2 We did -- I do recall the question being 3 asked when will this be finalized?

4 And, when will the final report be in?

5 My role in those meetings was basically to 6 coordinate material and presentation. Quite often, I 7 would be in and out of the meetings also, so I should 8 clarify that that quite often I would be in and out 9 preparing material for the meeting, slides, overheads 10 and that type of thing, so I was quite often in and out 11 of the meeting-so something could have been said. I 12 could have missed it.

13 But the only reference that I recall is that 14 during the presentation, there were some questions about 15 when will this be available in some formal report.

16 MR. FAULKENBERRY: Thank you, 17 Mr. Lew, at the -- at any time during the g

l 18 November 3rd meeting including during the lunchbreak, g 19 did you hear any conversations by PG&E representatives

j 20 or anyone else regarding draft reports that Dr. Cloud a

l8 21 may have submitted to PG&E?

f 22 MR. LEW: No, I did not.

I 23 I should qualify that by saying that one of 24 the other jobs I did was to arrange for that lunch and 25 so quite often I was out actually assuring that lunch was

i Il being_ brought into us, so I was in and out of the meeting 2 during lunch, also. But I do not specifically recall 3 any discussions. going on.

4 MR. FAULKENBERRY: Okay, thank you, Mr. Lew.

5 That's the extent of my questions.

7 MR. SHACKLETON: I have nothing further.

8 Mr. Lew, do you have any additional comments 9 that you would like to make concerning the questions that to you responded to here or any additional information that 11 you'd like to.make available for the record?

12 MR. LEW: I guess I'd like to say that 13 I responded to these questions to the best of my recollec-k-

1-4 tion.

15 The period of October through September was 16 an extremely busy one for PG&E and myself in particular.

g 17 I worked many hours and went to very many different l 18 meetings and in addition, I -- one of the main jobs i 19 that I have as licensing engineer is to coordinate j 20 and assure that all material was available for these i

j 21 meetings and quite often I was not there the entire

! f 22 t ime , so I can only recall the meetings to the extent 2

l 23 that I was there. I guess that's what I'm trying 24 to say.
