concerns t at you provided to us, the first set on March 2,1991, alleged that I&C.
4 technicians were required to work excessive hours in support of the Unit 2 startup on i
February 17_,1991, and that a technician was insufficiently trained on a surveillance procedure. Your second.concem, on March 5,1991, alleged that the procedures used to '
calibrate the replacement feedwater and charging flow transmitters were not appropriate for
- use with the newer Foxboro "sraart" transmitters.
These concerns were referred to the licensee for their evaluation. Attached for your information are their responses to these concerns. ne licensee has made changes to improve the procedure review process and the on-the-job training program to address'your concern-about technician training when procedures undergo significint change. De licensee also i
plans additional training for I&C technicians in the calib: 7 tion process for the "sman" 1
transmitters. 7he other concerns were not substantiated.
The NRC plans no further action in any of these matters. Please advise us if you wish to' pursue further any of these issues. Thank you for informing us of your concerns.
