REPORTING SERVICES CONTRACT It is my understanding that the Division of Contracts has determined that the Reporting Services Contract, now held by the Alderson Reporting Company, should be reannounced as a Small Business Set-Aside using the RFP approach.

As I mentioned to you and Mr. Halman in discussions on this subject, I would have preferred an unrestricted approach, such as the one taken by the Federal Trade Commission, in order to be able to make our selection from the widest possible group of bidders.

Experience has shown that this reporting contract presents very difficult and demanding challenges to the contractor, particularly in the coverage of the Commission's deliberations in the H Street Conference Room.

It has also shown that those offices which utilize the contractor must establish stringeat internal quality control mechanisms to assure the receipt of high quality product.

To intentionally deny ourselves the opportunity to consider all potential bidders, it seems to me, will make the situation even more difficult for all of us.

Personally I prefer an unrestricted proposal approach as I have in the past.

However, there may be very little choice except to adopt the Small Business Set-Aside if Mr. Halman's predictions of the dire consequences of other courses of action are accurate.

To this end, I have enclosed a RFPA for this action, leaving section 9 to be completed by your office.

I also request that you designate a member of your staff to serve as Chairman of the Source Evaluation Board and participate directly in the selection of the contractor.

I believe very serious consideration should be given to a well-planned, comprehensive preproposal conference with potential contractors in order to explain unique require-ments and significant problem areas.
