Dear Mr. Bucklin:
This is in response to your letter dated August 2,1982, in which you requested, pursuant to the Freedom of Information Act (FOIA), six categories of records pertaining to procurement of stenographic reporting services f or NRC.
This confirms the informatia. relayed during subsequent telephone conversations between you and Linda Robinson.
As Ms. Robinson informed you during a telephone conversation on August 5, 1982, NRC responded to a previous F0IA request (F0IA-82-142) on this subject and placed pertinent records in the NRC Public Document Room (PDR),1717 H Street, N.W., Washington, DC 20555.
Also, during a telephone conversation on September 8.1982, you informed Ms. Robinson that you represent Alderson Reporting and stated that you are not interested in receiving letters to NRC from your client that were identified by NRC staff as within the scope of this request.
Therefore, this response to your request addresses only pertinent records not made available under the previous F0IA request or originated by your client.
The records identified on the enclosed appendix are enclosed.
Three of these records, identified by asterisks on the enclosed appendix, contain information that has been deleted for reasons noted below.
The record identified at number three under category two contains an NRC staff coment on estimated contractor capability.
An enclosure to the record identified at number four under category four is a predecisional draft document which was never made into a final document by NRC.
This draft also contains information about expected contractor capabilities, with evaluations, comments, and opinions made in light of those NRC requi rements. The information in these two documents has been deleted to protect both the deliberative process and NRC's own interests in awarding of a contract for stenographic services.
This information is being withheld from public disclosure pursuant to exemption (5) of the F0IA (5 U.S.C. 552(b)(5)) and 10 CFR 9.5(a)(5). The record identified at number three under category five contains information which is confidential business (proprietary) information.

Pursuant to 10 CFR 9.9 of the Commission's regulations, it has been determined that the information withheld is exempt from production or disclosure, and that its production or disclosure is contrary to the public interest.
