Patricia G. Norry, Acting Director Office of Administration The attached memorandum from Bill Kerr refers to a question regarding whether the contract for stenographic reporting services should be set aside for small business.
Contrary to the impression conveyed in Mr. Kerr's memo, the Division of Contracts has reached no decision on this matter.
Bill Kerr and I met with Ed Halman last week to disciiss this and it was clearly established that the ' matter was not yet ready for final recommendation.
The offices which use stenographic reporting services extensively; namely, SECY and ASLBP, are urging that the contract not be set aside for small business.
Were it not for this urging the Division of Contracts would have almost auto-matically set this contract aside.
In any case, the decision has not yet been made so none of the appeal processes that Mr. Kerr mentions in his memo have been set in motion. When these things have happened, we will be glad to brief you on this matter jointly with Bill Kerr.
