SUBJECT:
NRC REPORTER CONTRACT SOLICITATION Attached, for your information, is a copy of my January 19, 1982 memorandum on the captiont%ubject.
A In addition to the comments I made in that memorandum I would like to add these specific points:
1.
ASLBP hearings are multi-party hearings.
2.
The hearing " Officer" is a 3 person Board.
3.
The vocabulary is complex and specialized.
Reporting techniques rely on phonetics, which can result in inaccurate transcription, unless the reporters can master the vocabulary in use and the multi-party situation.
4.
It is not uncommon for a very capable court reporter to go through a period of adaptation to the strenuous re-l quirements of the hearing, even though they are top performing people in the normal court room situation.
5.
Therefore, reliance on an ongoing source of new personnel, i
l a) jeopardises the contractor's capability to provide l
transcripts which are acceptable to the ASLBP; and i
b) also jeopardises the work of Boards who must rely on the transcripts as a vital element in the official record of the hearing.
