SUGGESTED REVISIONS TO IFB RS-SECY-82-47) 1.
The second sentence of Article II, 1,
(pago 20) chould be rewritten to allow greater discretion to the Commission

to grant exceptions for non-contractor coverage of open Commission meetings and perhaps other meetings.and conferences as well.
(Such exceptions would not allow another contractor to do the" work, but would allow NRC employees to tape or-otherwise transcribe meetings or conferences, open or closed.)

Please give the agency discretion for' disallowing the use of direct reporting at certain meetings or proceedings by adding language such as the following to Article II, 1,

and perhaps to li, 1,

(page 20):
no direct reporting is authorized unless specified in the Work order."

Article II, 1,

(page 20) should be f urther revised to note that the Presiding officer may place. limitations on the number and placement of microphones used by the contractor in order to minimize obtrusiveness at the meeting table or hearing bench.

We suggest that ELD and Security review and r'ework Article VI, 8, 13, 14, and 17 (pages 32, 33, and 35) to make it clear that all materials (transcripts, portions of transcripts, stenotype tapes, shorthand or longhand notes, and material of every description relating thereto) relating to in camera sessions and any other closed.
