The purpose of this Amendment is to revise a number of specifications in the IFB, furnish additional information and extend the bid opening date and time to April 19, 1982.

Accordingly, the following changes are hereby made:

1.

Under Part I, Standard Form 33; Solicitation, Offer and Award, Number Nine, delete "10:00 A.M.,1/13/82" and insert "10:00 A.M., April 1982 2.

Under Part II - Solicitation Instructions and Conditions and Notices to Bidders, No.

31 Estimated Requirements, add Attachment No. 5 which provides historical travel infonnation and estimated future travel locations and dates.

Under Part II - Solicitation Instructions and Conditions and Notices to Bidders, No.

35 Evaluation of Bids, add the following to the second paragraph:

"Although they vill not be considered for the initial evaluation and award of a contract, prices for the option year must be provided on Pages 19a,19b, and 19c of the IFB.

Bids not containing prices for the option period will be considered nonresponsive and treated accordingly."

Under Part II ' Solicitation Instructions and Conditions and Notices To Bidders, No. 36 Bidder Qualifications and past experience, delete the first sentence in its entirety and substitute the following in lieu thereof;

" Bidder shall list three (3) previous / current contracts for the. same or similar products.

This information will assist the Contracting Officer in his/her Determination of Responsibility.

Failure to provide this information will not necessarily result in an unfavorable Determination of Responsibility."

5.

The requirement for word processing disks is deleted in its entirety from the IFB.

Therefore all references to the disks shall be deleted as follows:

A) Page 17, Item 1 (c)

B) Page 19a, Item 1 (c)

C) Page 22, Article II, Section 1.F Entitled Format, number six.

6.

Under Article IV - Deliveries of Performance, No. l., Time of Delivery and Place, make the following changes to the identified subsections listed below:

Subsection a.

10-day Copy, reword the beginning of the first sentence to read as follows:

"When the contractor is directed to deliver 10-day copy as specified in Article I, delivery of the record of the hearing... "

Subsection b. 5-day Copy, reword the beginning of the first sentence to read as follows:

by 8:15 a.m. of the next business day following the hearing, and the original copy is delivered to the designated NRC headquarter location by 8:15 the next business day following the hearing (see Section g below, ALLOWANCE FOR DISTANCE).

Subsection d.

Daily Copy, reword the beginning of the first sentence to read as follows:

Under Article VI - Special Provisions, delete Number 3.k Travel Reimb'u'rsement in its entirety.

e 8.

Add the following Article XIV entitled Travel Reimbursement; Article XIV - Travel Reimbursement costs for travel outside the Washington, DC area. (see Part II, Solicitation Instructions and Conditions and Notices to Bidders, Number 33 for a definition of Washington, DC area) incurred by the Contractor shall be reimbursed in accordance with the Federal Travel Regulations (see FPMR 41 CFR 101-7) in effect on the day the actual travel occurred.

The contractor will be reimbursed for the following reasonable domestic travel costs incurred directly and specifically in the performance of this contract and accepted by the Contracting Officer:

1.

Per diem shall be feimbursed at a daily rate allowed by the Federal Travel Regulations. The per diem amount is comprised of lodging, meals and miscellaneous expenses.

2.

When travel is to one of the high-rate geographical areas, actual subsistence costs shall be reimbursed at a daily rate not to exceed the rates indicated in the Federal Travel Regulations.

3.

The cost of travel by privately owned automobiles shall be reimbursed at mileage rates specified in the Federal Travel Regulations.

4.

The cost of travel by rented automobile shall be reimbursed on a reasonable actual expense basis.

5.

All common carrier travel reimbursable hereunder shall be via economy class rates when available.

If not available, reimbursement vouchers will be annotated that economy class accommodations were not available.

First-class air travel is not authorized.

6.

Receipts are required for common carrier transportation, lodging and miscellaneous items in excess of $15.00.

z Additionally, the Contractor is required to keep all travel costs to a minimum and is reminded that the Contracting Officer has the right to disallow any costs not considered reasonable.

The Contractor shall utilize personnel closest to each particular hearing site and send only the required number of employees necessary to adequately perform under the terms and conditions of this contract.

Under 'Articse VIII - Billing Instructions and Payment, delete the first and fourth paragraphs entitled GENERAL and FREQUENCY respectively and insert 4

the following in, lieu thereof:

" GENERAL. The contractor shall. submit invoices or vouchers as prescribed herein.

Invoices or vouchers for payment showing the contract number, may be submitted on a monthly basis for services rendered during a complete one month period and shall be payable to the contractor on receipt of invoices at the address shown in the invoice.

Invoices shall show a breakdown of all work orders performed and identify the services furnished, item number and subitem number, travel costs incurred including receipts when required (See Federal Travel Regulations) and the number of copies and the rates stipulated in the contract.

Payment will be made in accordance with the terms, conditions and prices stipulated in the contract, less deductions if any.

FREQUENCY.

The contractor may submit an invoice or voucher for services rendered on a monthly basis."

10. Under Part IV - Attachments, delete the General Provisions entitled, " Appendix A - Cost Type Research and Development Contracts with Commercial Organization" dated 11/80 and insert the attached Cost Type General Provisions in lieu thereof.'
11. The Article entitled Option to Extend the Period of Performance added by Amendment No. One (1) dated 12/28/81 incorrectly identified that as Article XII.

Therefore, delete Article XII and insert Article XIII in lieu thereof.

12. The total small business set-aside restriction is hereby rescinded in its entirety.

Therefore all references to a small business set-aside are deleted -

in their entirety including the following:

Under Instructions and Conditions and Notices to Offerors, No. 29 d

Security Clearance on page 11, delete the second sentence and insert the following in lieu thereof; "A Secret Facility and a "Q" Personnel Clearance is required for work performed under any resulting contract."

14.

Under Instructions and Conditions and Notices to Offerors, No. 30 Bidders Qualifications on page ll, delete the figure "90%" from ithe final sentence and insert "80%" in lieu thereof.

15.

Under Article VI, Special Provisions, delete No.18 entitled Subcontracts for Work or Other Services in its entirety.

16.

Under Part II - Solicitation Instructions and Conditions and Notices to Bidders, No. 33 entitled Definitions, add the following;

"(i) 1.

Business owners who certify that they are members of named groups (Black Americans, Hispanic Americans, Native Americans, Asian-Pacific Americans) are to be considered socially and economically disadvantaged.

2. The phrase " Native Americans" means American Indians, Eskimos, Aleuts and native Hawaiians. The term " Asian-Pacific-Americans" are from Japan, China, the means U.S. citizens whose origins Philippines, Vietnam, Korea, Samoa, Guam, the U.S. Trust Territories of the Pacific, Northern Marianas, Laos, Cambodia and Taiwan.

3.

Other individuals may qualify as socially and economically.

disadvantaged under procedures which have been separately established by the Small Business Administration at 13 CFR 124.1-1(3)(iii).

4.

The Of fice of Minority Small Business and Capital Ownership e

"34. ' Subcontractor Source List. As an aid to offerors in their development of subcontractor sources, the NRC has enclosed with this solicitation a ' Subcontractor Source List.'

This list was compiled from the NRC's Bidder's Mailing List and firms responding to an invitation in the Comerce Business Daily to request the inclusion of their firm on the list. This. list is divided into two basic categories:

(1)small businesses and (2) small businesses. owned and controlled by socially and. economically disadvantaged individuals. Offerors are encouraged-to use the list but are not limited to firms on the list. Additionally, the presence of a firm's name on the list in no way constitutes an NRC recommendation or approval of such firm. A copy of the solicitati6n and all subsequent amendments.have been provided to firms on the list.
