SUBJECT:
SUGGESTED REVISIONS TO THE IFB RS - SECY 82-477 I discussed item 1 of John Hoyle's suggestions, dated February 25, 1982, and addressed to Mark Flynn, with John Hoyle on March 3,1982.
My concern was: did he intend to permit an NRC reporter in lieu of a rep.orter from the contractor? Was this a wedge to introduce a consent of NRC reporters? I reminded him that Mr. Chilk had raised that idea a while ago.
He had forgotten Mr. Chilk's inquiries of sometime ago.
He said he thought, actually his statement was open ended and he supposed it could mean, we could simply replace the contractor reporters completely.
That wasn't what he had in mind.
He, John Hoyle, was concerned about instant situations such as a press conference which the Chairman called at a recent TMI visit.
Someone from NRC taped the conference and the tape was transcribed in Washington.
The point was, that technically that was a viola-tion of the contract.
He wanted to correct situations like that.
I also asked, did he intend to permit simultaneous NRC and contrac-tor reporting? He said he didn't have that in mind but, he didn't know why we couldn't do that if we like.
Since the conversation I've wondered if by simultaneous recording we could be charged with denying contractor an opportunity to sell transcripts of hearings, since we would have an original made by NRC?
