TEXAS PROJECT UNIT NO. 1)"

Mr. Gossick has asked me to reply to your inquiry about the adequacy of the QA/QC program for the South Texas Project.

As a part of the regular IE inspection program, a detailed and rigorous inspection of each licensee's construction QA program is conducted at about the 50 percent construction cocpletion point.

For the South Texas project we had already decided to advance the tiraing of this inspection, and it will be performed in the near f uture.

An upper level ' management meeting is normally conducted at the cen-clusion of each such inspection.

- The licensee on June 22, 1979 suspended further placement of safety-related

' concrete until a thorough review could be made of procedures for control of manufacture and placement of concrete.

The voids identified to date-are relatively small and are in locations where there is a high concentration of reinforcing steel.

Placement difficulty is further compounded by horizontal j

stiffeners instal. led for handling and erecting the liner plate.

The licensee continues to look for additional voids, and-is evaluating possible alternate designs for reinforcing steel and the liner

Mr. Gossick has asked me to reply to your inquiry about the adequacy of the

IE is planning to conduct a detailed and rigorous inspection of the QA program.

This will be done in y

the near future, and represents early performance of a regularly scheduled mid-term. inspection.

An upper level management meeting at the conclusion of this type of inspection is normally performed and will be conducted as you suggest.

The licensee on-June 22, 1979 suspended further placement of safety related concrete until a thorough review could be made of procedures for control of manufacture and placement of concrete.

The voids identified to date are reiativeiy small and are in locations where there is a high, concentration of reinforcing steel.

Placement difficulty is further compounded by horizontal stiffeners installed for handling and erecting the liner plate.

Placement-of safety related concrete has been resumed except for containment building walls.

The licensee continues to look for additional voids, and is evaluatinc possible alternate designs for reinforcing steel and the liner stiffeners, to facilitate concrete placement.
