SUBJECT:
. RESPONSE TO A REQUEST FOR IE ACTION ON TERMINATED QC (CIVIL)
INSPECTORS AT THE SOUTH TEXAS PROJECT This is in response to your request of April 21, 1980, that IE interview civil QC inspectors who had terminated their employment as inspectors at the South Texas Project site.
In order to ensure a timely response to your request we interviewed individuals by telephone.
The licensee, Houston Lighting and Power (HL&P), provided a list of all personnel who had at one time worked in a Quality Control (Civil) capacity at
(
the site but who had either taken another assignment at the site, or who had.
terminated their employment and left the site.
The total number of individuals we identified in this category was sixty-nine (69).
HL&P provided addresses for most of these individuals.
Provided below is a breakdown of those former QC inspectors we were able to trace from that original list of sixty nine.

Individuals had previously been interviewed by OIA and' indicated they terminated for specific and varying reasons as identified in a forthcoming OIA Report of Investigation.

Individuals were interviewed previously by IE with only one claiming he was fired due to harassment from B&R management.(unsubstantiated) 2 Individuals were not readily traceable (no address upon termination) and had not been previously interviewed.
3 Individuals now working at the site for Brown and Root, but not in QC.
1 Individual now working at Houston for Brown & Root.

E Commissioner Bradford l' 35 Individuals whose address was known at the time of termination, but no current telephone listing could be obtained and their whereabouts are currently unknown.

l T5 Attempts were made to interview the 16 individuals, with current listings, by telephone.
The results of that effort are provided below.

Individual's telephone had been disconnected.
2 Individuals could not be reached after repaated efforts.

Individual's mother answered and claimed the individual no longer lived with her.
She indicated she would try to get a message to him to call the NRC. No contact has been received as of this date.

Individual refused to provide the reason he terminated.

Individuals claimed they never worked for Brown and Root.

Individual claimed he still worked for Brown and Root in the Houston office.

Individuals claimed they terminated to return to college 4*
Individuals claimed they terminated because of low pay, job dissatisfaction, long hours and poor job security.
16 In summary, of the sixty-nine (69) individuals identified by the licensee as previous QC (Civil) inspectors, the NRC has contacted twenty-three (23).
The information obtained from these individuals provides no new evidence to support a change in our proposed actions for the South Texas Project.
We have also concluded that further efforts to locate and interview other former QC (Civil) inspectors are not warranted.
