SUBJECT:

TAPED ALLEGATIONS ON THE SOUTH TEXAS PROJECT (STP)

This memorandum provides a summary of the events related to a' telephone call to me from Lanny Sinkin on March 16,1981. The subject of the phone call was -

related to allegations about STP and other matters, these items were discussed with you on March 16, 1981 duri.ng a telephone conversation you had with E. L. Jordan.

Mr. Sinkin infonned me that a Mrs. Buchorn had taped the conversations of STP personnel during the last 2 or 3 weeks.

Mr. Sinkin said there were five al-legations related to STP:,

1.

There has been improper alteration of documents.

-2.

Documents have-been removed to prevent NRC inspection.

3.

There has been intimidation of Brown &' Root personnel to prevent communi--

cation with Houston Lighting & Power Company.

4.

The QA personnel of Houston Lig.hting & Power Company have been prevented from having independent conversations with Brown & Root personnel.

5.

Brown & Root supervisors have refused to process legitimate complaints..

Mr. Sinkin called me to offer to play the tape (s) for IE Headquarters personnel on March 16, 1981 before they are offered to the ASLB that is holding a prehearing conference in Austin, _ Texas on March 17, 1981. After

= discussions with R. C. DeYoung, Dudley Thompson, J. H. Sniezek, E. L. Jordan and.various ELD lawyers, I informed Mr. Sinkin that we would not send a headquarters person to Austin to listen to'the tape (s); however, we offered these options:

He could play the tape (s).for us over the phone and we would make a recording of them or 2.

lie could mail us a copy or 3.

he could give a copy to' the NRC attorneys that will be attending the prehearing conference.in Austin.
