Jul 27 g EGM 89 MEMORANDUM FOR:

William T.' Russell, Regional Administrator,. Region 1 Stewart D. Ebneter, Regional Administrator Region II A. Bert Davis, Regional. Administrator, Region 111 j

Robert D. Martin, Regional Administrator, Region IV John B. Martin, Regional Aoministrator, Regicn V Dennis Crutchfield, Associate Director for

.Special Projects, NRR FROM:

James Lieberman, Director Office of Enforcement

SUBJECT:

OE FARTICIPATION IN ENFORCEMENT CONFERENCES y1 It is the goal of OE.to participate in all significant Regional Enforcenent Conferences, either by F.ttendance, by a teleconference, or by a video hookup.

I would, of-courto, pref er to be able' to send try staff to each important conference, but ghen limiteo resources, that is not feasible.

It is pty

-understanding that licensees have not objected to OE presence via teleconference.

l They recognize the benefit of OE. hearing the licensee.'s. views directly. 10 g

f acilitate planning the Regions should notify OE two weeks in advance of any l

.pending significant enforcement conferences whenever possible. This can be done dttring the weekly enforcement conference call or by notifying'the OE Administrative staff. For those cases where the: Regional Aaministrator.

believes that a teleconference or video hookup woulo adversely impact the conference effectiveness, OE should be notified with the basis for the concern at-least one week in advance so that arrangements can be made for staff attendance when warranted. This situation is expected to occ;r infrequent.l>

due to particularly sensitive issues, and use of a teleconferance hookup is expected to be the norm for a majority of enforcenent conferences.
