SUBJECT:
RESCISSION OF ENFORCEMENT GUIDANCE MEMORANDUM 88-09 On November 16, 1988, the Office of Enforcement issued EGM E8-09, titled " Review by the Office of Enforcement of Safeguards Enforcement Packages Subject to the Revised Policy."
The EGM required the Regional Enforcement Coordinators to aavise OE of all.safeguaros violations that woulo have been Severity Level III under the old policy but which are now considered Severity Level IV due to changes.

It requireo that all such cases be forwarded to OE for review prior to issuance.
After six months experience with the changes to the Policy and after OE has reviewed a number of cases of this type, it is now appropriate to rescino EGM 88-09 and allow the Regions to take action in cases where the violation fits the example of o Severity Level IV in the new Policy without prior OE approval.
