Crystal River Unit 3 Docket No. 50-302 License No. DPR-72 Revised Security Plan Pursuant to the commitment made by Florida Power Corporation in item "G"

of the response to Inspection Rep (ort 81-06, dated June 19, 1981 (Baynard to O'Reilly),

attached are five 5) copies of the revised Security Plan. This Security Plan states those measures employed by Florida Power Corp (oration (FPC for the protection of Crystal River Unit 3 Nuclear Power Station CR-3), Citrus County, Florida, against radiological sabotap.

This Revision is being submitted in accordance with 10 CFR Part 50 Section 90, " Amendment of Licenso or Construction Permit at Request of Holder" (10 CFR 50 90) and 10 CFR Part 50 Section 54(p), " Conditions of Licenses" [10 CFR 50 54(p)J.

The Revised Plan is designed to account for Secu-ity Program changes and to assure compliance with recent changes to 10 CFR Part 73 Section 40, " Physical Protection:

General Requirements at Fixed Sites" (10 CFR 73.40) and 10 CFR Part 73 Section 55, " Requirements for Physical Protection of Licensed Activities in Nuclear Power Reactors Against Radiological Sabotage" (10 CFR 73 55).

While Revision #3 reflects an overall strengthening of the Security organi-zation, systems, and practices, Florida Power Corporation continues to improve its Security program per the fellowing:

1.

Guardhouse modifications are presently in progrees which will increase personnel processing and improve Guard Force operations at that loca-tion.

Studies are currently underway for an upgrade of the Guardhouse facility.

2.

An extensive evaluation of the Intrusion Alarm System is currently in progress by a vendor representative. Certain aspects of the vendor evaluation has been accomplished including a surveillance test procedure, increased emergency battery power capability, and

.a detection capability study.

An engineering and vendor evaluation is to be made of the CCTV system for possible improvements.

4 An engineering evaluation is to be conducted of the security. lighting system for possible improvements and power supply modificatione.

5 The Security. comunication syatem is to be impre ed with the addition :

of twenty-five (25) portable radios which will have the capability of l

two (2) dedicated security channels.

l The. Security Plan for Crystal River Unit 3 is a PROPRIETARY document, and we requeat that, pursuant to 10 CFR '2.790(d),

it be withheld from public disclosure. In this re6ard, each page has been stamped accordingly.

Florida Power Corporation stands ready to. discuss the details of our Re-i vision #3 of the Security Plan at the earliest possible date following the completion of your review of our transmittal.

The implementation of this revised Plan will be complete thirty -(30) days following approval of the Plan.
