Dear Jerry:

May 6 meeting was characterized by the positive attitude of the Florida Power Corp. (FPC) and the B&W. From presentations given it is clear that FPC has taken a hard look at itself and pro-ceeded to reorganize and set up a team capable of managing CR-3 plant. I am in particular impressed with the FPC's Training Program scope extending over all branches of the organization.

The presentation by Mr. Martin (Deputy Director, Region II, I&E, NRC) indicates that the changes in organization and the new attitude of the management at the FPC already have resulted in better quality Nonconforming Operation Reports.

Power level upgrade at CR-3 appears to be justified, after B&W completes its setpoint analysis based on new instrument error bands of the RPS. This is in particular acceptable, because by use of the old (B&W-2) DNB correlation with minimum DNB set at-1.3 (1.43 actual minimum due to addition of rod bowing effects) and by addition of a pump monitoring trip, the minimum DNBR for various pump related occurrences is substantial 3.y increased as compared to that of the current operation.
