9 LER ATTACHMENT - RO #1-81-37 Facility: BSEP Unit No.1, Eveat Date: 3-19-81 At the time of this event a deficiency of the plant operating instructions existed in that they did not adequately deal with rescheduling periodic tests that are not performed on the required date.

PT 9.3a was scheduled for performance on February 14, 1981, but due to the HPCI System being under clearance for maintenance, it was not performed until the next monthly scheduled performance on March 18, 1981.

Plant operating instructions provide for identification of deficiencies encountered during the performance of a periodic test through the use of the PT exception form, but at the time of this occurrence, the instructions were unclear as to who is responsible for the actual rescheduling of these PT's.

As a result of the event reported in LER 2-81-34 involving a PT not performed on its due date due to ongoing plant conditions, changes were begun to revise the PT exception form to provide for better identification of pts requiring re-scheduling. In addition, changes were in progress to revise plant operating instructions to provide instructions to the persons identified as responsible for ensuring that PT's requiring rescheduling are properly identified and assigned performance dates in accordance with ongoing plant conditions. How-ever, in the interim period until the plant operating instructions were revised and the changes implemented this event occurred. As of April 1,1981, the plant operating instructions have been revised and the changes approved such, that the Shift Foreman or Shift Supervisor determines that a PT must be rescheduled and the operations technician is responsible for this rescheduling. It is felt that l
