Dear Sir:

On July 13, 1979, Florida Power Corporation submitted, in response to your letter of July 6,1979, Technical Specification Change Request No. 47 implementing various items contained in the Commission's (bnfirmatory Order of May 16, 1979 Your letter required subnittal of such specifications within seven (7) days. Yet the staff has not acted on this request in over 14 months.

Furthermore, the Staff, in Mr. Eisenhut's letter of July 2, 1980 proposed Technical Specifications for implementations of certain NUREG-0578 items.

These specifications, should have been inclusive of those requested since NUREG-0578 was, in a sense, an extension of the previous requirements to all operating plants.

Florida Power considers the specifications requested by Mr. Eisenhut's i

letter and provided by Florida Power 'in Change Request No. 64, Revision 1, as representing the latest Staff position. 'Iherefore, Florida Power respectfully withdraws Change Request No. 47.
