Docket No. 50-312 Station)
)
)
REVISED ORDER FOR MODIFICATION OF LICENSE I.
The Sacramento Municipal Utility District (licensee) is the holder of Facility Operating License No. DPR-54, which authorizes the operation of the Rar ho Seco Nuclear Generating Station, at steady state reactor power i
levels not in excess of 2772 megawatts thermal (rated power).
The facility consists of a pressurized water reactor located at the licensec's site in Sacra:-2nto County, California.
II.
On November 4, 1977, the Union of Concerned Scientists (UCS) filed with the Comission a " Petition for Emergency and Remedial Relief." The petition sought action in two areas:
fire protection for electrical cables, and environment 31 qualification of electrical components.
By Memorandum and Order dated April 13,1978 (7 NRC 400), the Commission denied certain aspects of the petition and, with respect to other aspects, ordered the NRC staff to take several related actions. UCS filed a Petition for Reconsideration on May 2,1978.
By Memorandum and Order, dated May 23, 1980, the Commission reaffirmed its April 13, 1978 decision i
- 801027 N
i i'
I regarding the possible sh' utdown of operating reactors.
However, the
~
1 Commission's May 23, 1980 decision directed licensees and tne NRC staff l
to undertake certain actions.
With respect-to environmental-qualification of safety-related electrical equipment, the Commission determined that the provisions of the two l
staff documents - the Division of Operating Reactors " Guidelines for Evaluat 'ng Envircnmental Qualification of Class lE Electrical Equipment l
in Operating Reactors" (00R Guidelines) and NUREG-0588, " Interim' Staff Position on Environmental Qualification of Safety-Related Electrical Ec'aipant," December 1979 "f orm the rec, viremer.ts which licensees. and a;clicants mus: ceet in order to satis #y :hese aspects cf 10 CP. Part i
50, A;;endix A General Design Criterior (3DC Z), which relate to envi-renmental qualification of safety-relatec electrical equipment." The Com:nissien directed, for replacement parts in cperating plants, "unless
-here are sound reasons to the con:rary, the 19N standard in NUREG-05SE will apply." The Comission also directed the staff to co::plete its 1
(
review of the information sought from licensees by Bulletin 79-01E and to complete its review of environmental qualification of safety-related
- electrical equipment in all operating plants, including the publication
. cf Safety Evaluation Reports, by f ebruary 1,1981.
The Cor: mission
.l
.I Bulletin 79-01B was not sent to licensees for plants under review as part of the staff's Systematic' Evaluatior. Program.
The information sought by Bulletin 79-018 was 'recuested from these licensees by a series of letters and neetings auring the months of, February and 14aren, 1980.

x imposed a deadline that, "by no later than June 30, 1982 all safety-related electrical equipment in all operating plants shall be qualified to the D0R Guidelines or NUREG-0588."
The Commission requested the staff to, " keep.the Comr.ission and the public apprised of any further findings of incomplete environmental qualification of safety-related electrical equipment, along with corrective actions taken or planned,"
and requested the staff to provide bi-monthly progress reports to the Commission.
The Commission further directed the staff to add certain documentation requirements to each license after the specific requirements were approved by the Commissicn.
The Comrission alse pointed out that the various deadlines imposed in its Order, "dc no; excuse a licensee from the obligation to modify or replace inadequa e equipment promptly."
III.
The infornation developed during this proceeding emphasizes the ir.portance of adequate documentation, the prompt completion of the review of environ-mental qualification of safety-related electrical equipment, and the prompt completion of any plant modification needed to assure conformance with the 00R Guidelines er NUREG-0558.
A significant aspect of this review is the timely submittal of environmental cualification information by
,3 the er.er.ating plant licensees to enable the staff to complete its reyiew
. in accordance with ~ the Commission's Order.
The staff has a program presently underway Ic reevaluate,. using the_ COR Guidelines and NUREG-055E,.the qualifications of safety-related electrical equipmer.t exposed b

to environments that may exist.following postulated accidents.
These accidents 'are Lcss of-Coolant Accident and Main Steam Line Break
.inside containment, and High. Energy Line Ersaks 'inside and outside containment.
In this connection the licensee was requested by IEE Bulletin 79-018
- oi January 14, 1980 to provide a detailed review of the environmental qualificaticn of Class ~ 1E electrical equipnent.
This review was to include all equipment required to functior. uncer postulated accident conditiens, both inside and outside the pri..ary containment, and re:cgnize all conditicns s;acified in :.e : '.'.e.in.
Evidence of j
cualificatiorc together with reathcds anc j.sti#ication, was requested.
I Clarification was provided by supplemen a' ;nformation, briefings, and in sorte cases, meetings with the licensee.
Timely ccmpletion of the staff's review of envircnmental qualifica:ica o*f electrical equipment and timely. completion of needed modifications by the -licensee is required to provide continuing reasonable assurance of public health and safety.
Such completion is dependent on the protpt receipt of a complete response by the licensee to the staf#'s requests for information.
However, the licensee's response, to da:.e, is incomplete.
e Thefefore, I -have concluded that the public health, safety, and interest c.
L require that -a: firm schedule for the timely submission of all the informatic(p eviously requested by tne staff should be established c~v xrcer ettectives immeciate '
