AFFIDAVIT OF WILLIAM H. RASIN_

I, William H. Rasin, being first duly sworn, do depose and state: I am a Design Engineer and head of the Nuclear Group in the Design Engineering Department of Duke Power Company. I am familiar with reactor design and operations and have had actual reactor operating experience. I was a member of the Industry Advisory Group at Three Mile Island during the accident and worked on the Task Force assigned to determine the explosive hazard'of the hydrogen bubble in the reactor vessel. In this regard, I am familiar with hydrogen co.itrol problems. I have studied and am familiar with the Carolina Environmental Study Group Contention

  1. 4. I have the following comments on the substance of this conten-tion:

The Emergency Core Cooling System (ECCS) of the McGuire Nuclear Station meets the Acceptance Criteria for Emergency Core Cooling Systems for Light Water Nuclear Power Reactors, 10 CFR 50.46.

The NRC Staff concurred in this position in its Safety Evaluation l

Report, Supplement 2, March 1979, p. 6-7, 6-8. The operation of the ECCS therefore precludes the generation of substantial amounts of hydrogen.

During the TMI accident, even with ECCS initiation, it was essentially impossible for e'xplos,ive mixtures of hydrogen and oxygen to form in the reactor vessel. This was due to the absence 8007140 ---

of free oxygen in the reactor coolant due to hydrogen overpressure and the consumption of oxygen in the coolant water by the zirconium-water reaction which would form the free hydrogen. This fact is concurred in by knowledgeable experts. See USNRC, NUREG/CR-1250, "Three Mile Island, A Report To The Commissioners And To The Public," Mitchell Rogovin, Director, Volume II, Part 2, pp. 527-535.

However, even assuming an explosion of hydrogen and oxygen in the reactor vessel, analyses that have been performed to consider the consequences of such an explosion showed that major damage to the rector vessel was unlikely and, in any event, such an explosion presented no risk to the health and safety of the public. See NUREG/CR-1250.
