AFFIDAVIT OF DONALD B. BLACKMON I have been asked to determine whether, at any radial distance out to 30 miles from McGuire Nuclear Station, the pop-ulation density, including weighted transients, will exceed 500 persons / square mile at the time of plant startup or 1000 persons /

square mile at a1y time during the life of the plant. I have concluded that su:h population density figures will not be ex-ceeded. The bz. sis for this conclusion is set forth below.

An examination of the information contained in the Environ-mental Report-Operating License Stage reflects that the above criteria are met in all but one instance. In the 0-20 mile radius the projected 1980 population density is 503 persons /

square mile. It is my opinion that 503 is.within the scope of the above criteria. However, so as to eliminate any potential concern I have reexamined this figure. The 503 number is deter-mined by totalling the number of people within.20 miles from McGuire (See ER Table 2.2.1-2) and dividing such by the area of the circle-(i.e., 1256 square miles). The number of people was based on extrapolations of projections made by Region IV, Environmental Protection Agency. Since'the time of the prepara-tion of the ER, the federal government has developed more 81 0200.0% @.

sophisticated population projections. These projections are commonly referred to as OBERS. The NRC has recognized the use of this data in its Standard Review Plan. See NUREG-75/087, 2.1.3-1. The use of OBERS does not change my conclusion with respect to compliance with the above criteria. With specific reference to the projections of the 1980 population density within 20 miles of McGuire, based upon OBERS, the density is 472 persons / square mile. Finally, so as to provide the most current information, I have obtained available preliminary 1980 census data from all counties within a 30 mile radius of McGuire.

An examination of this information does not change my conclusion with respect to compliance with the subject criteria. With specific reference to the actual 1980 population with a 20 mile radius of McGuire, the census data shows there to be a density of 438 persons / square mile.
