CRYSTAL RIVER UNIT 3 In Supplement No. 2 to our Safei:y Evaluation Report on Crystal River Unit 3 which was issued on December 3,1976, we stated that we were evaluating the need to modify the reactor coolant system flow indi-cation because all four differential pressure transmitters in each flow measuring device, in each of the two reactor coolant hot legs.

regard is that a failure of the comon pressure sensing line could result in reactor operation outside of acceptable limits described in Figure 2.2-1 of the plant Technical Soecifications.

Our position is that the nuclear overoower functional unit based on reactor coolant system flow and axial power imbalance, which is part of the reactor protection system, does not meet the single failure criterion as presently designed because of the comon pressure sensing line to the flow differential pressure transmitters, and should therefore be modified to meet the single failure criterion.

We request that you provide a response to our position as stated above, within 30 days after receipt of this letter, indicated your intention with regard to complying with our position. Your response should also include details of the design modification which you propose to make and your schedule for the completion of the installation of the modification.
