UNITED STATES IKKLEAR REGUIMORY COPHISSIC_N DOCITF NO. 50-30,2, FIDRIDA POWER OORPORATION, et al CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLAlff NCTfICE OF ISSUANCE OF AMENDMDfT 'IO FACILITY OPERATING LICENSE Notice is hereby given that the Nuclear Regulatory Commission (the Comission) has issued Amendment'No.1 to Facility Operating License No.
DPR-72, issued to the Florida Power Corporation, City of Alachua, City of Bushnell, City of Gainesville, City of Kissimee, City of Leesburg, City of New Smyrna Beach and Utilities Comission, City of New Smyrna Beach, City of Ocala, Orlando Utilities Comission and City of Orlando, Sebring Utilities Comission, Seminole Electric Cooperative, Inc. and the City of Tallahassee for the Crystal River Unit 3 Nuclear Generating Plant located in Citrus County, Florida.
Amanc e nt No. 1 authorizes Florida Power Corporation to operate the facility within five percent of rated power. The amended license is conditioned to require the completion of certain tests prior to initial criticality and the coupletion of certain design changes and corresponding modifications to be completed within specific time periods from the date of issuance of the license and sets forth specific requirements to be satisfied prior to authorizing increased operating power levels from startup to full power.

regulations in 10 CFR Chapter I, which are set forth in the amended license. The application as supplemented by letter dated December 9, 1976 complies with the standards and requirements of the Atomic Energy Act of 1954, as amended, and the Commission's rules and regulations.
This action is in furtherance of the licensing action e m W in the " Notice of Consideration of Issuance of Facility Operating Licenses and Notice of Opportunity for Hearing," dated October 14, 1972.
A copy of (1) Amendrent No.1 to Facility Operating License No.
DPR-72, and Attachment 1 thereto, with revised Technical Specifications (Appendix A); and (2) the Office of Nuclear Reactor Regulation's Safety Evaluation and Supplements 1, 2 and 3 dated July 5, 1974, January 13, 1975, December 3, 1976, and December 30, 1976 are availabla for public inspec-tion at the Comnission's Public Document Room at 1717 H Street, N.W.,
Washington, D.C. and the Crystal River Public Library, Crystal River,
. Florida 32629.
The Comnission's findings with respect to environmental considera-tions are described in the Commission's Notice of Issuance of Facility Operating License (published December 23, 1976, 41 F.R. 55952).
