- ER NP-33-77-33 DATE OF EVENT: July 28, 1977 FACILITY: Davis-Besse Unit 1 IDENTIFICATION OF OCCURRENCE: Deliberate loss of shield building integrity for ST 5065.03, H2 Purge System 18 Month Test Conditions Prior to Occurrence: The plant was in Mode 3, with Power (MWT) = 0, and Load 0"4E) = 0.
Descriction of Occurrence: At 0700 hours0.0081 days <br />0.194 hours <br />0.00116 weeks <br />2.6635e-4 months <br /> on Jul/ 28, 1977, shield building integrity was not =aintained due to the running of ST 5065.03, H2 Purge Syste=
18 Month Test. A drain hose was run through Door No. 303 (Mechanical ?enetratien Roon 4) to drain the saal water for H2 Dilution Blower 1-1.
The seal water which normally returns to the Auxiliary Building floor drain was drained to the outside.
This placed the Station in the Action Statement of Technical Specification 3.6.5.2.
Designaticn of Apoarent Cause of Occurrence: This entry into the Action Statenant s
of Technical Specification 3.6.5.2 was done deliberately to reduce the load on the Miscellaneous Waste System.
Analysis of Occurrence: Sinc e initial criticality had not yet been attained, there was no possibility of an accident occurring that would require this secondary radiation boundary. Ih;refore, this less of shield building integrity caused no threat to the health and safety of the public or Statien personnel.
Corrective Action: At 1855 hours0.0215 days <br />0.515 hours <br />0.00307 weeks <br />7.058275e-4 months <br /> on July 28, 1977, shield building integrity was restored. This removed the Station from the Action Statement of Technical Specification 3.6.5.2.
Failure Data: Shield building integrl :y was lost on one prior event (N?-33-77-32) due to construction cables through the penetration room and access doors.
