TOLEDO EDISON COMPANY DAVIS-BESSE NUCLEAR POWER STATION UNIT ONE SPECIAL REPORT: NP-40-83-02 DATE OF EVENT: June 20, 1983 FACILITY: Davis-Besse Unit 1 IDENTIFICATION OF OCCURRENCE: Fire Detection Zone (FDZ) Reactor Coolant Pump (RCP) 1-2, elevation 603', went into alarm Conditions Prior to Occurrence: The unit was in Mode 1, with Power (MWt)

= 2526 and Load (Gross MWe) = 830.

Description of Occurrence: On June 20, 1983, FDZ RCP 1-2, containment level 603', went into alarm and could not be reset. The Shift Supervisor determined that this alarm was false since the redundant fire detector in that zone was not in alarm, and no equipment failures were indicated in the alarmed zone.

The inoperability of smoke detectors in FDZ RCP 1-2 placed the unit in action statement (b) of Technical Specification 3.3.3.8, which requires restoring the inoperable instruments to operable status within 14 days, or in lieu of any other report required by Technical Specification 6.9.1 prepare and submit a Special Report to the Commission pursuant to Techni-cal Specification 6.9.2 within the next 30 days. Since FDZ RCP 1-2 is inaccessible due to being located in containment, the smoke detectors in' FDZ RCP 1-2 remain inoperable.

Action Statement (a) of Technical Specification 3.3.3.8 was not applicable since it requires the establishment of a fire watch patrol within one hour to inspect only accessible zones. However, at the time FDZ RCP 1-2 was determined to be inoperable, an hourly fire watch patrol was established on the fire detection panel C4720A.

Designation of Apparent Cause of Occurrence: Due to the inaccessibility of the smoke detectors in FDZ RCP l-2, the exact cause has not been determined. However, it was determined that the fault was in the detector string.

Analysis of Occurrence: There was no danger to the health and safety of the public or station personnel. The redundant smoke detectors in FDZ RCP 1-2 are operable and will provide adequate warning in the event of a fire in the area.

Corrective Action: Maintenance Work Order (MWO) 83-3696 was performed to temporarily clear the alarm from the fire detection panel. MWO 83-3697 was written to restore FDZ RCP 1-2 to service during the next refueling outage.

Failure Data: There has been one other failure of a fire detection zone which was reported in Special Report NP-40-83-01 (83-025).
