01/27/2020 Mr. Michael Gallagher Vice President, License Renewal and Decommissioning Exelon Nuclear 200 Exelon Way Kennett Square, PA 19348

SUBJECT:

NOTIFICATION OF THE AVAILABILITY OF THE FINAL SUPPLEMENT 10, SECOND RENEWAL TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING SUBSEQUENT LICENSE RENEWAL FOR PEACH BOTTOM ATOMIC POWER STATION, UNITS 2 AND 3 (EPID NO. L-2018-RNW-0013)

Dear Mr. Gallagher:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final Supplement 10, Second Renewal to the Generic Environmental Impact Statement for License Renewal of Nuclear Plants regarding Subsequent License Renewal for Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom). The final plant-specific supplemental environmental impact statement (SEIS) was prepared in accordance with Title 10 of the Code of Federal Regulations Part 51, the NRC regulations that implement the National Environmental Policy Act (NEPA) of 1969, as amended.

The final SEIS can be located in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML20023A937. ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. Comments received on the draft SEIS have been considered to the extent practical in developing the final SEIS and those comments, as well as the NRC staffs responses, can be found in Appendix A of the final SEIS for the Peach Bottom.

Enclosed is a copy of the associated Federal Register Notice of Availability. This notice advises the public that the final supplement is publicly available at the NRC public document room or from the ADAMS. In addition, the notice states that a hard copy of the final SEIS will be available to the public at the Harford County Public Library: Whiteford Branch, 2407 Whiteford Rd, Whiteford, MD 21160.

As discussed in Section 5 of the final SEIS, the NRC staffs recommendation is that the adverse environmental impacts of subsequent license renewal for Peach Bottom are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. The NRC staff bases its recommendation on the following:

the analysis and findings in NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants the environmental report submitted by Exelon the NRC staffs consultation with Federal, State, Tribal, and local agencies

M. Gallagher 2

the NRC staffs independent environmental review the NRC staffs consideration of public comments received during the scoping process and received on the draft SEIS.

If you have any questions concerning the NRC staffs environmental review of this subsequent license renewal application, please contact Ms. Lois James at (301) 415-3306 or by e-mail at lois.james@nrc.gov.

Sincerely,

/RA/
