LER CONTINUNfl0N -- R0it 1-79-o Facility' BSEP Unit el Event Date 3/16/79 nsed for hotwell level control. Chlorides were admitted to the vessel by the continuous feed of the CRD system. 1he RWCU system was under clearance to install a piping modi fic ation and thus was not available for chloride removal.

Condenser vacuum was broken, and CDD's and additional CFD's were placed on service to clean up the condensate system.

Condensate was circulated through the reactor vessel using the feedwater systcm for supply and the reactor cavity drain to the hotwell for return. A precaution has been added to 0.P 32.1 and 32.2 to maintain at least one (1) CFD and one (1) CDD on service with an effluent conductivity <0.8 mho/cm whenever condenser vacuum 27 in.

lig.

On 3/29/79, condenser tube leak, allowed chlorides to enter the condensate system with the CFD'-

and CDD's bypassed.

They were intentionally bypassed in order to determine if condenser tube leaks were present.

Chlorides entered the CST through the reject bypass valve, being used for hotwell level control. Chlorides were admitted to the vessel by the continuous feed of the CRD system and were not detected in time to prevent exceeding the Technical Specification limit of 0.2 ppm. The RWCU system was under clea rance for a piping modification and was not available for cleanup. Condenser vacuum was broken and CFD'-

and CDD's were placed on service to clean up the condensate system. The continuous feed of the CRD system and draining through the RHR system for level control were used to clean up the reactor vessel.

In order to prevent a recurrence of thi: type, a Special Test Procedure (79-23) was written and approved.

This procedure provides additional precautions and increased CST and reactor water sampling frequencies when CFD's and CDD's are bypassed while checking th: hotwells for chloride intrusion.
