ATTACHMENT TO LER 79-107/03L-0 Page 1 of I During normal operation personnel noted that following a power interruption to Primary Containnent Oxygen Ar.alyzer ' A', the instrument indicated greater than 10% oxygen concentration in the Primary Containnent. Analyzer 'B' was also out of service and thus there was no means of verifying that the oxygen concentration was equal to or less than 4% as required by Technical Specification Appendix A, Pa ragraph 3.7. A.6.a. Utilizing portable equipnent, a sample of the primary

- containnent atmosphere was obtained and analyzed. This analysis revealed that the oxygen concentration was 3 7% which is within the limitations of the referenceo Technical Specifications paragraph. Ir addition, it should be noted that the primary containnent was being maintained inerted with nitrogen at a positive pressure of approximately 1.7 psi and no activities which might allow the addition of oxygen with air, or the infiltration of air, to the primary containment were being conducted. Therefore the event did not represent a signi ficant hazard to the public health and safety.

The instrument was calibrated utilizing Instrument Surveillance Procedure F-ISP-31 titled "Containnent Oxygen Analyzer *and returned to service on the following day. Following recalibrat ion, the indicated oxygen concentration was 2.6%.
