,ATTACIB!ENT TO LER-78-102/03L-0 Page 1 of 1 During routine startup operations, the pressure suppression chamber (torus) water level exceeded the high level limitations specified by T:chnical Specification Appendix A, Paragraph 3.7.A.1.a. by 1.5 inches. The high level was a direct result of establishi..g dyrwell to torus differential pressure of 1.7 psi which displaces enough water from the vent downcomers to raise the level above the specified maximum until pump down of the torus can be effected.

The torus water level was returned to normal as soon as practical following establishment of the dyrwell to torus differential pressure. This activity required approximately two (2) hours.

To preclude recurrence of this event the JAF staff will initiate a Request for Technical Specification Amendment to allow downcomer vent submergence in excess of 53 inches for some finite period when drywell to torus differential pressure is being established.

NOTE: LER-78-059/03L-0 is a similar event.
