Dear Mr. Stewart:

The Comission has issued the enclosed Amendment No. 24 to Facility Operating License No. OPR-72 for Crystal River Unit No. 3 Nuclear Generating Plant.

This amendment consists of changes to the Technical Specifications (TS) in response to portions of your applications dated November 21 and 23,1977, July 21,1977, March 17,1978, and September 22, 1978.

This amendment revises the Appendix A TS to incorporate the approved dome delamination surveillance program, correct typographical errors and make the TS more consistent with the current Standard TS. As discussed in the enclosed Safety Evaluation (SE), your change regarding containment isolation valves, proposed March 17, 1978, is denied.

This amendment also revises the Appendix B TS in partial response to your applications of July 21, 1977 and September 22, 1978. We have reviewed the nonradiological aspects of your July 21, 1977 submittal, changes 3(a) 7 and 8, 3(f) and 3(h).

Changes 3(a) 7 and 8 are editorial type changes to Specification 3.1 which do not change the objective or intent of this Specification and are therefore acceptable. The enclosed SE addresses your proposed changes 3(f) and (h). We have determined that the redefinition of " Outer Bay" and the modified method for analyzing preoperational data are acceptable. The rest of the changes to your Appendix B TS, proposed on September 22, 1978, will be the subject of a separate action.

Changes to your proposals necessary to meet our requirements have been discussed with and agreed to by your staff.

A copy of the Notice of Issuance is also enclosed.
