Crystal River Unit #3 Docket No. 50-302 Operating License No. DPR-72
Dear Mr. Stol:
In accordance with Paragraph 2.C.(8) of Amendment No. 1 to the Crystal River Unit 3 Nuclear Generating Plant Facility Operat-ing License No. DPR-72, we are herewith submitting a proposed surveillance program for monitoring the containment dome to detect any future delaminations.
We have had benefit of staff discussions and a position paper, in addition to the meeting with staff on March 30, 1977 on this specific subject.
The proposed program is in our opinion responsive to this concern and will provide assurance of delamination detection capabilities.
With regard to the application of a protective membrane or coat-ing of the dome surface, we wish to advise that Florida Power Corporation has retained through Gilbert Associates, its engineer, the Portland Cement Association Research and Development Labora-tories, to determine the need for any corrosion protection coat-ing.
We are not at this time considering any coating which will preclude visual inspection of the dome surface for cracking.
Only a coating (s) which would not require removal for such visual inspection is being considered in this evaluation.
We will keep you advised of the coating evaluation and will not contract for any such application prior to your having the opportunity to review our findings.

Mr. John Stol: May 10, 1977 Upon your acceptance-of-this proposed Containment Structural Integrity - Dome Surveillance Program, we will submit a Tech-nical Specification change request to incorporate this surveillance program within Appendix A to our Operating License No. SPR-72.
