CITY OF TALLAHASSEE NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 29 to facility Operating License No. DPR-72, issued to the Florida Power Corporation, City of Alachua, City of Bushnell, City of Gainesville, City of Kissi;ree, City of Leesburg, C'ity of New Sntyrns Beach and Utilities Comission, City of New Sntyrna Beach, City of Ocala, Orlando Utilities Comission and City of Orlando, Sebring Utilities Comission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licensees) which revised the Technical Specifications for operation for the Crystal River Unit No.

3 Nuclear Generating Plant (the facility) located in Citrus County, Florida.

The amendment is effective as of the date or issuance.

The amendment changes the Technical Specifications concerning containment structural integrity to incorporate guidance on selecting the number of tendons for inspection and detensioning requirements.

The application for the amendment complies with the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations. The Ccx.ission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set f eth in the license amendment.

Prior public notice of this Dendment was not required since the a.Tendment does not involve a significant ha ards consideration.

The Commission has determined that the 11:uance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR Hl.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

For further details with respect to this action, see (1) application for amendment dated November 21, 1977, as revised by letter dated February 15, 1980, (2) Amendment No. 29 to License No. DPR-72, and (3) the Commission's related Safety Evaluation.

All of these items are available for public inspection at the Commission's Public Document Room, 1717 H 5treet, N.

and at the Crystal River Public Library, Crystal River, Florida.
