Reference:

Letter from William R. Gideon (Duke Energy) to the U.S. Nuclear Regulatory Commission Document Control Desk, Request for License Amendment Technical Specification 3.8.3, Diesel Fuel Oil, One-Time Extension of Main Fuel Oil Storage Tank Completion Time, dated April 25, 2018, ADAMS Accession Number ML18121A366 Ladies and Gentlemen:

On April 25, 2018 (i.e., Reference), Duke Energy Progress, LLC (Duke Energy), submitted a license amendment request (LAR) for the Brunswick Steam Electric Plant (BSEP), Unit Nos. 1 and 2. The proposed change revises an existing Note to allow, on a one-time basis, the main fuel oil storage tank to be inoperable for up to 14 days for the purpose of performing required inspection, cleaning, and any necessary repair activities.

In support of the LAR, Duke Energy commits to the compensatory actions contained in of this submittal. Additionally, the proposed Note is revised to reference this submittal and indicate that use of the Note is contingent upon meeting these compensatory actions. Enclosures 2 and 3 provide the existing TS pages, for Units 1 and 2, marked-up to show the proposed change. Enclosures 4 and 5 provide revised (i.e., typed) TS pages for Units 1 and 2. There are no TS Bases revisions necessary to support the proposed changes.

Duke Energy has determined that the information provided in this submittal does not alter the conclusions reached in the 10 CFR 50.92 no significant hazards determination previously submitted. In addition, the information provided in this submittal does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment needs to be prepared for the proposed amendment.

Please refer any questions regarding this submittal to Mr. Art Zaremba, Director - Nuclear Fleet Licensing, at (980) 373-2062.

U.S. Nuclear Regulatory Commission Page 2 of 2 I declare, under penalty of perjury, that the foregoing is true and correct. Executed on March 26, 2019.

Sincerely, l429 William R. Gideon MAT/mat
