SESSION #6: LOOKING OVER THE HORIZON: DPC PERSPECTIVES ON SPENT NUCLEAR FUEL (SNF) MANAGEMENT BIOGRAPHIES Michael Callahan (Session Chair)
Mike Callahan brings his expertise to intergovernmental relations, appropriations, infrastructure security issues, trade and nuclear safety for a wide variety of clients and issues.
Prior to initiating his own public affairs consulting business, he led the Congressional Liaison efforts of the Nuclear Regulatory Commission in successfully articulating the agency's policies and decisions during a long period of contentiousness and impassioned debate on its most controversial reactor issues. He also participated in official missions to South America, Asia, Europe, and the emerging democracies of the former Soviet Union in direct support of then NRC Chairman Selin.
His early assignments in NRC included managing headquarters personnel activities. He joined the staff of Commissioner and Chairman-designate Zech in early 1986 and counseled the Chairman on sensitive matters relating to investigations, public affairs, congressional affairs, management, and personnel. Prior to joining NRC, Callahan worked in evaluating major components of the nations reserve forces at the National Guard Bureau.
Since establishing his practice in 1999, Mike has worked on new reactor licensing issues, WMD and radiation detection matters, nuclear security and nuclear waste issues, license renewal, and the matters requiring attention in support of new nuclear construction. He also closely monitors the activities of the NRC and the Congress on nuclear matters. Mr.
Callahan's current clients include, either on his own and/or under contract to Governmental Strategies Incorporated (GSI), the Decommissioning Plant Coalition, Waste Control Specialists, Orano, and Interim Storage Partnership (ISP).
Phyllis Dixon Phyllis Dixon is the decommissioning technical support manager at the Crystal River Nuclear Plant (CR3). Mrs. Dixon is responsible for overseeing the engineering, licensing and regulatory affairs, corrective action program, training programs, development and revision of site procedures and site document control and records management. Phyllis was one of the charter members of the NEI Decommissioning Transition taskforce and is
currently a member of the NEI Decommissioning Rulemaking Committee. Phyllis also serves as a Duke Energy representative on the Decommissioning Plants Coalition. Mrs.
Dixon served as the management sponsor for the development and implementation of the initial decommissioning stakeholder engagement plan for CR3.
Prior to becoming the decommissioning technical support manager, Mrs. Dixon held positions at Crystal River as the training manager, nuclear oversight manager, technical training supervisor, engineering supervisor, and various engineering positions in design, systems and programs engineering. Dixon joined Duke Energy in 1989. Prior to this, Dixon worked as a safety analysis engineer for TVA.
Phyllis earned a Bachelor of Science degree in nuclear engineering from the University of Tennessee, Knoxville, in 1985. She also completed her Senior Reactor Operator certification for CR3 in 2000.
Paul Plante Paul Plante is the Cask Relicensing Project Manager for the 3 Yankees. In this role, he is responsible for relicensing activities associated with the dry storage cask systems at Connecticut Yankee, Maine Yankee and Yankee Atomic. Mr. Plante has 40 years of industrial experience, with over 28 years of experience working in the nuclear power industry and 36 years in the electric power industry in general.
His responsibilities over his career include managing metallurgy and materials engineering issues as well as his roles as a Project Manager with Maine Yankee, NextEra Energy, and the 3 Yankees.
Jeff Dunlap Jeff Dunlap is the manager of Decommissioning for Exelon. In this role, he is responsible for the implementation of decommissioning trust fund NRC reporting, cost estimation, and the cost reimbursement process. He is also responsible for Governance and Oversight of the Decommissioning Management Model Process. He has also participated in the development of the overall decommissioning strategy for the company.
Jeff has over 20 years of experience working in the nuclear power industry, including positions in Safety Analysis, Fuel Procurement, and Project Management.
He has a BA from Augustana College, an MS in Nuclear Engineering from the University of Illinois, and an MBA from the University of Chicago.
Gerry Van Noordennen Gerry van Noordennen currently serves as the Vice President Regulatory Affairs for EnergySolutions. He is responsible and accountable for ensuring the nuclear decommissioning projects comply with and are in conformance with Federal, State and local nuclear and environmental regulations governing nuclear plant operations and decommissioning. He is also responsible for coordinating all EnergySolutions actions with the NRC including spent fuel and LLRW cask licensing.
Gerry van Noordennen has more than 40 years of nuclear power experience, during which he has worked as a reactor and core reload engineer at Dresden and Quad Cities, startup engineer at Zion and San Onofre, Licensing Supervisor for Connecticut Yankee and Millstone, Director of Regulatory Affairs for the decommissioning of Connecticut Yankee and Yankee Atomic, Vice President of Regulatory Affairs for Zion and LaCrosse, and Licensing and Environmental Manager for the San Onofre contractor, SDS.
He has more than 20 years of decommissioning experience and has been involved in decommissioning of five nuclear power plant sites. This included planning and regulatory management of all phases of decommissioning holding various management and consulting roles. He has been responsible for Licensing, Regulatory Affairs, QA/QC, Security, Chemistry, Emergency Planning, and Environmental. He has on several occasions had key roles in transition planning and execution.
Gerry van Noordennen has a Bachelors degree in Nuclear Engineering from University of Michigan, a Masters degree in Nuclear Engineering from Northwestern University and a Juris Doctor from John Marshall Law School.
