What is NMMSS?
U.S. Government database for tracking physical inventory and nuclear material transactions for source and special nuclear material (SNM)
Owned and operated by the Department of Energy, National Nuclear Security Administration (DOE/NNSA)
Jointly funded by DOE/NNSA and the Nuclear Regulatory Commission (NRC)
Historically inclusive with records going back to the 1940s 3

What does NMMSS do?
Information submitted to NMMSS allows the U.S. Government to fulfill its commitments for safeguards on material within the U.S.
NMMSS receives information from sites and licensees:
- Annual physical inventory reports for source material and SNM
- Nuclear material transaction reports NMMSS produces reports for:
- International Atomic Energy Agency (IAEA) under U.S.-IAEA Safeguards Agreements
- International trading partners under bilateral Nuclear Cooperation Agreements (NCA)
- Congressional inquiries, law enforcement, and other special requests 4
Who reports to NMMSS?
5 DOE Sites and NRC licensees with source or special nuclear material that meet the requirements of the applicable regulations NRC Reporting Identification Symbols are issued for:
- Nuclear Power Reactors
- Research and Test Reactors
- Independent Spent Fuel Storage Installations
- Fuel Cycle Facilities
- Greater-Than-Critical-Mass Facilities
- Uranium Mills
- Waste Facilities
- Agreement State Licensees
- Department of Defense/Federal possessors of commercial material NRC 79%

What is reported?

- NRC requires a licensee to report eight types of material to NMMSS:
