Reporting to the NRCs HOC

  • 3 acceptable methods

- Email;

- Telephone; or

- Fax

  • The old Handbook instructed Agreement States to use the telephone with a follow up email.
  • Email- Most common method in practice

Written Reports

a. Three ways to submit
a. Electronically in NMED using upload function.
b. Email an attached file to NMED@inl.gov.
c. Mail b.Written reports are submitted to or entered into NMED. An NMED Report and a written report are the same.

HOC NMED

  • The HOC adds events into their Event Notification (EN) database.
  • Events reviewed by NMSS and Regional State Agreement Officers
  • An NMED record is created by the NMED contractor.
  • NMED does not transmit information to the HOC.

Allegations If the Agreement State receives an allegation that also meets the reporting requirements, the Agreement State should not report it. The timeliness clock for event reporting does not start. The Agreement State should assess the concern in their allegation program.

Congressional Inquiry The NRC has the lead on responding inquiries from the U.S. Congress pertaining to events or other occurrences covered in the Handbook.

  • RSAO will contact you to obtain an answer
  • If the congressional inquiry is in depth, NRC issues a letter to the Agreement State and includes a due date.

NRC Review of Events

  • Assess against the IAEA International Nuclear Event Scale (INES) to participate in international reporting.
  • Perform operating experience assessments and evaluate for generic applicability, including generic issues, to ensure that any safety significant issues are shared with the National Materials Program.

MD 5.6 Satisfactory:

A finding of satisfactory is appropriate when a review demonstrates the presence of the following conditions:

(h) Notifications to the NRC Headquarters Operations Center, with follow-up to NMED, as necessary, are performed in accordance with the time frames established in NMSS procedure SA-300 or compatible Agreement State procedure.

NMED- Overview NMED- Overview Agreement State-Regulated Events

  • States collect data and submit to the NRC/INL.
  • Events requiring notification within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> must be reported to the NRC Operations Officer (HOO). Follow-up information may also be sent to the HOO.
  • Other events and follow-ups can go to the INL or the NRC.

NRC-Regulated Events

  • INL collects data from the NRC daily reports (ENs and PNs) and public ADAMS (inspection reports, licensee reports, consultant reports, etc).
  • For consistency, event reports are printed, reviewed, and entered (reports are not just copied/pasted into the national module).
