Outline
Application 1.
Route request are sent to the NRC.
o Acceptance Review. Staff will review package for completeness. Items should include:
- Format (Hard Copy & Digital Format-properly marked as SGI as required)
- Route and Mileage
- Safe Havens
- Maps
- Communication and Contacts information
- Notes and comments (Distance, LLEA coordination notes, restrictions) 2.
Acceptance Letter.
o NRC Staff reviews & accepts application and sends applicant a letter.
o Or a request for information. (RFI)

- 2. Includes examples of Route Selection Criteria
- 3. Includes samples of Detailed Route Plan Application
- 1. Route Selection Criteria Minimized transit time.
Availability of swift local law enforcement agency (LLEA) response.
Availability of safe haven locations.
Avoidance of tactically disadvantageous positions.
Availability of appropriate rest and refueling stops.
Availability of good transportation safety design features.
Application
Shipping routes are reviewed by NRC Staff. Staff will review for accuracy WRT:
1.
Name of State contacts, including Tribal if required; 2.

DOT NOTE:
NRC requires that routes used for shipping SNF comply with applicable requirements of the U.S. Department of Transportation (DOT) regulations in Title 49 of the Code of Federal Regulations (49 CFR), in particular, those identified in 10 CFR 71.5, Transportation of Licensed Material.

DOT NOTE:
For shipments by road, DOT requirements for the security of radioactive material shipments are found in:
1.
Subpart I Safety and Security Plans, to 49 CFR Part 172, Hazardous Materials Table, Special Provisions, Hazardous Materials Communications, Emergency Response Information, and Training Requirements 2.
Subpart D, Routing of Class 7 (Radioactive) Materials, to 49 CFR Part 397 Transportation of Hazardous Materials; Driving and Parking Rules.
Application
NRC staff notifies applicant by letter of approval of route to include a NRC provided route number for future reference, and the date the route expires.
Licensees are required to check on the status of the route periodically.
Road Rts. are approved for five (5) Years.
Rail Rts. are approved for seven (7) Years.

Preplanning & Coordination
Preplan and coordinate shipment information no later than 2 weeks prior to the shipment or prior to the first shipment of a series of shipments in order to:
(A) Minimize intermediate stops and delays; (B) Arrange for State law enforcement escorts; (C) Arrange for positional information sharing when requested; (D) Develop route information, including the identification of safe havens.

Why does a licensee provide notice?
- § 71.97 Advance notification of shipment of irradiated reactor fuel and nuclear waste. State and Tribal

(2) As specified in paragraphs (b), (c), and (d) of this section, each licensee shall provide advance notification to the Tribal official of participating Tribes referenced in paragraph (c)(3)(iii) of this section, or the official's designee, of the shipment of licensed material, within or across the boundary of the Tribe's reservation, before the transport, or delivery to a carrier, for transport, of licensed material outside the confines of the licensee's plant or other place of use or storage.

§ 73.72 Requirement for advance notice of shipment of formula quantities of strategic special nuclear material, special nuclear material of moderate strategic significance, or irradiated reactor fuel.
(a) A licensee, who, in a single shipment, plans to deliver to a carrier for transport, to take delivery at the point where a shipment is delivered to a carrier for transport, to import, to export, or irradiated reactor fuel required to be protected in accordance with § 73.37, shall:
(1) Notify in writing the Director, Division of Security Policy, Office of Nuclear Security and Incident Response, U.S. Nuclear Regulatory Commission Notification
