The Industry Approach Used Fuel Transportation Task Force Vision-Prepare industry to transport used nuclear fuel from ISFSI locations to interim and/or permanent storage facilities by 2023.

The Industry Approach How will executing a Table Top help us prepare?
- Replicate the communication, planning and decision processes utilized in the transportation of used fuel from an ISFSI site to a consolidated interim storage (CIS) facility
- Demonstrate an understanding of the used fuel transportation processes and requirements
- Identify opportunities for improved efficiencies
- Exercise Price-Anderson and NRC requirements

Used Fuel Transportation Table Top Details Exercise Assumptions
- Nuclear site is a virtual site that incorporates the location, characteristics and infrastructure of Kewaunee and the political, community and tribal stakeholders that reflect Prairie Island (Great Lakes NPP)
- Nuclear plant shut down for several years in cold and dark status
- CIS facility is located near Hobbs New Mexico rail head
- Private shipment model (not DOE shipments, but DOE will observe)

Used Fuel Transportation Table Top Details Exercise Scenario in Three Phases
- Pre-shipment activities and used fuel departure from shut down plant site to CIS
- Used fuel transportation will utilize intermodal approach including barge on water, heavy haul trucking and rail
- Normal conditions are assumed (no weather, accident or intervener issues)
- Separate discussion of contingency and emergency plans and responses to be implemented if needed

Used Fuel Transportation Table Top Details Private Shipment Model Key Participants
- Contract services corporation will perform all site-related used fuel transportation readiness actions (Mas Tec Services)
- Independent corporation (GuthBader) owns plant site and used fuel
- CIS company is wholly-owned subsidiary (Sun Desert Interim Storage)
- Commercial shipping agent (Edlow International) is contracted by plant site owner

Used Fuel Transportation Table Top Details Key Participant Operating Assumptions
- Transport casks, needed lifting hardware and stillage structures, and required road, rail and water transport equipment are available
- Certificates of Compliance requirements are met (including pre and post transport inspections)

- GuthBader becomes Parts 50 and 72 licensee and retains title to fuel as owner of CIS subsidiary
- As the plant licensee, GuthBader is purchaser under standard contract and the shipper under Part 71 and DOT regulations
- Edlow International is responsible for contracting carriers to move the used fuel
