!The cause of the incident is a conflict between specifications and drawings for the wa~ls [I]JJ Ion Elev. 122', continual long term interruptions during construction of the wall on [III] !Elev. 100' and the wanting design of the walls of the Controlled Facilities Building r:IIIJ I and its associated walkways.
