DPR-70 NO. 1 UNIT SALEM GENERATING STATION Public Service Electric and Gas Company hereby submits proposed changes to Facility Operating License No. DPR-70 for Salem Gen-erating Station, Unit No. 1. This change request relates to Safety Technical Spec.ifications (Appendix A) of the Operating License, and pertains to changes requested by NRC concerning NUREG 0578, TMI LESSONS LEARNED Category A items.

PROPOSED CHANGES NUREG 0578, TMI-1 LESSONS LEARNED TECHNICAL SPECIFICATIONS SALEM UNIT NO. 1 DESCRIPTION OF CHANGE This change addresses those Salem Unit No. 1 Technical Specifi-cations* related to NUREG 0578, TMI-1 Lessons Learned, Category "A" items. All changes are worded to agree with Unit No. 2 Tech.

Specs., to the extent that the Salem units are identical, and to agree in intent with the model Tech. Specs. proposed by NRC in their letter to all PWR licensees, dated July 2, 1980.

REASON FOR CHANGE The NRC letter to all PWR licensees, dated July 2, 1980, required the addition or modification of Technical Specifications related to NUREG 0578, TMI-1 Lessons Learned - Category "A" items worded to reasonably assure that plant operation is maintained within the limits determined acceptable by the NRC. The NRC staff evaluated the actions taken to satisfy the Category "A" items for both Salem units and found them acceptable. Acceptability was indicated in NUREG 0517, Safety Evaluation Report, Supplements 4 and 5 for Salem Unit No. 2 and verbally for Salem Unit No. 1 by the NRC Operating* Reactors Project Manager.

SAFETY EVALUATION A review of the Category "A" TMI items for which Unit No. 1 Tech.

Specs. changes are required by NRC shows that:

1. For each design change (DCR) required to satisfy a Category "A" item, an Engineering Department Sa!ety Evaluation was completed in accordance with 10CFR 50.59. Each of these Safety Evaluations indicated that no Unreviewed Safety Question was involved.

2. Each Unit No. 1 Tech. Spec. change is worded to agree with Unit No. 2 proposed Tech. Spec. changes which have already been reviewed and found acceptable by the NRC or worded to agree with the intent of the proposed NRC Technical Specifications.

Given the similarity of the two units and the fact that all chang-es involve no Unreviewed Safety Question, the proposed Unit No.l Technical Specifications chanqe~ are acceptable for implementation.
