CONFIRMATION OF VERBAL INFORMATION REGARDING STEAM GENERATORS (TAC NO. 69344)

On November 3, 1989 discussions were held via telecon between the NRC and Consumers Power Company regarding; 1) past quantification of primary to secondary system leakage within the steam generators, 2) recent training of Operations personnel for mitigating, a steam generator tube rupture incident and 3) the configuration and content of Palisades Emergency Operating Procedures (EOP) with respect to main steam line break and steam generator tube rupture incidents. At the end of these discussions, Consumers Power Company was requested to provide written confirmation of the verbally trans-mitted information. The following provides the requested information.

Primary To Secondary System Leakage Since mid 1975, calculated primary to secondary leakage has been less than 0.50 gallons per minute during periods of Plant operation.

Operator Training Licensed and auxiliary operators have recently completed classroom training on EOP 5.0 "Steam Generator Tube Rupture". In addition, in response to an INPO Significant Operating Experience Report (SOER) all licensed operators have completed simulator training on EOP 5.0 (training completed on October 27, 1989). The simulator training involved a steam generator tube rupture scenario with Plant cooldown to shutdown cooling entry conditions.

Emergency Operating Procedures Palisades' EOPs are written to Combustion Engineering Emergency Procedure Guidelines (CEN 152). Steam generator tube ruptures are addressed in two ways:

1. optional recovery guidance (EOP 5.0)
2. functional recovery guidance (EOP 9.0)

Nuclear Regulatory Commission 2 Palisades Nuclear Plant Confirmation of Verbal Info on S/G's November 6, 1989 Palisades considers tube ruptures in both steam generators to be more than one event. The "Functional Recovery Procedure" (EOP 9.0) is designed for multiple events or scenarios where the event cannot be determined. Therefore, EOP 9.0 is used in cases where: steam generator tube ruptures may exist in both steam generators or where one steam generator has tube rupture and the other has an excess steam demand (a main steam line break). For these hypothesized incidents, the operator is directed to EOP 9.0 which contains criteria to assist the operators in determining the least affected steam generator. If both steam generators are required to be isolated (due to SGTR and/or an MSLB), then EOP 9.0 contains the once through cooling success path for feed and bleed cooling via safety injection/PORVs. Additionally, through a Consumers Power Company initiative, a mod~fication has recently been completed to the PORV's which increases system reliability and provides greater relief capacity. Licensed operators have received simulator training within the last year and this training concerned multiple events and the use of EOP 9.0.
