POWER INCREASE PLAN (TAC NO. 69344)
By letter dated May 11, 1989, Consumers Power Company committed to notify the NRC at least two weeks prior to and receive NRC approval for any power increase above a nominal 80 percent power between May 2, 1989 and October 10, 1989.
This submittal provides the two week notice and requests NRC approval to increase power to a nominal 90 percent in 5 percent increments.
Enclosed is the Power Increase Plan Criteria which will be used by the Palisades Plant during the power increase.
As has been previously discussed with the NRC staff, the increase in power will provide more data to evaluate power level dependency of the steam generator tube leakage.
Consumers Power Company intends to implement the Power Increase Plan on September 13, 1989 and requests NRC approval by that date.

START DATE BETWEEN 9/13 AND 9/17 DEPENDING ON PLANT CONDITIONS AT THE TIME.
REDUCE POWER TO 80% IF LEAKRATE VERIFIED AT ~0.03 GPM OR OFFGAS COUNTRATE DOUBLES IN ANY ONE SHIFT WITHOUT CONCURRENT CHANGE IN OFFGAS FLOWRATE.
PLAN WILL NOT BE IMPLEMENTED IF PRIMARY-SECONDARY LEAKRATE
>0,02 GPM OR TRENDS SHOW INCREASING PRIMARY TO SECONDARY LEAKRATE THAT WOULD LEAD TO LEAKAGE >,03 BY 10/1.
A STEPPED POWER REDUCTION TO 50% POWER IN 10% INCREMENTS WILL OCCUR IF PRIMARY TO SECONDARY LEAKRATE INCREASES TO
~0.04 GPM AT ANY POWER PLATEAU.
EXISTING ADMINISTRATIVE LIMITS FOR PRIMARY-SECONDARY LEAKS WILL BE FOLLOWED AT THE 50% POWER PLATEAU.
