STEAM GENERATOR OPERATING COMMITMENTS (TAC No 69344)

During a May 2, 1989 meeting at the Nuclear Regulatory Commission White Flint offices, Consumers Power Company agreed to document five commitments regarding short-term plans for continued Plant operation and steam generator ~aintenance.

This letter formally documents those five commitments.

1.

The Westinghouse Algorithm used to determine the potential growth rate for tube plug circumferential cracking similar to the defect at North Anna has indicated continued operation at 80 percent will be within specified guidelines through October 10, 1989.

Therefore, Palisades Plant will be shutdown on or before October 10, 1989 to implement repair to the Westinghouse tube plugs from the defective heat lot in the hot legs.

2.

Consumers Power will notify the NRC at least two weeks prior to any power increase above a nominal 80 percent power between now and October 10, 1989.

Also, this proposed power increase, which is designed to establish whether changes in power will cause an increase in steam generator leakage, will not be implemented without prior NRC approval.

3.

Complete internal reviews and docket the Flaw Size/Vibration Analysis to verify that cross flow induced tube vibration will not result in a catastrophic failure when coupled with existing tube flaws.

The Flaw Size/Vibration Analysis will be submitted by May 31, 1989.

4.

Assuming a management decision to replace both steam generators in 1990, the following activities on the existing steam generators are not considered appropriate; 1) rim and lug cut, 2) tube pull, 3) 100 percent eddy current testing, 4) reinspection of tubes plugged for cracking at the 13th support plate, and 5) tube stabilization.

These previous commitments are considered delayed or retract_ed and will be reviewed for applicability and possible reinstatement should the steam generators not be replaced.

Eddy current inspection plans for the October 1989 outage using MIZ-18 will be submitted by July 31, 1989.

Data analysis guidelines will be included.

The recently completed tube support plate stress analysis will be used as one of the inputs to the selection of tubes to be examined.
