SUBJECT:

MEETING MINUTES - NRC/CONSUMERS POWER COMPANY STEAM GENERATOR TUBE INSPECTION (TAC NO. 69344)

The purpose of this memo is to document the results of a meeting between NRC staff and Consumers Power Company (CPCo) on September 12, 1989. The meeting was requested by CPCo to discuss the proposed steam generator tube inspection program for the Palisades plant. Meeting attendees are shown in Enclosure 1.

CPCo stated that an inspection will be performed on the tubes most susceptible to stress corrosion cracking per information provided by its consultant, MPR Associates. The proposed plans are detailed in Enclosure 2.

Some concern was voiced by NRC staff regarding the discrimination and plugging criteria to be used in the inspection.

NRC is concerned that certain indications resulting from the inspection may not be properly classified. This may result in tubes with the potential for leaking not being plugged.

CPCo will address NRC concerns by providing further information.

PALISADES NUCLEAR PLANT EDDY CURRENT INSPECTION PLANS FOR EXISTING STEAM GENERATORS September 12, 1989 I.

Inspection Scope - KVCedarquist Perform MPR recommended. inspection:

A S/G Hot leg - 1006 8Xl 239 MRPC B S/G Hot leg -

783 8Xl.

94 MRPC.

Inspection sample is based on:

1. Support plate deflection values
2. Flow hole locations
3. Recent "leak" history II.

Plugging Criteria - KVCedarquist All tubes containing crack-like indications detected with either the 8Xl or the MRPC will be plugged.

III. Technical Specification Required Testing - GBSlade The last technical specification examination was performed between December 7, 1987 and January 9, 1988.

Palisades technical specifications allow a 30 month interval between inspections providing the mean degradation increase for the previous steam generator inspection interval is less than +1%.
