Accession No. ML17334A109), Duke Energy Progress LLC (the licensee) submitted a Proposed Alternative In Accordance With 10 CFR 50.55a(z)(1) for Reactor Pressure Vessel Nozzle-to-Vessel Weld Examination. Duke Energy requests approval of alternative ISI-08, to the requirement of IWA-2430(d), to allow the examination of Unit 2 nozzle-to-vessel weld 2B11-RPV-N11B to be completed during the Unit 2 refueling outage scheduled for March 2019 (i.e., B2R24). Approval of this proposed alternative is requested on the basis that it provides an acceptable level of quality and safety.

The purpose of this email is to provide the results of the NRC staffs acceptance review. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the staff to complete its detailed technical review. The acceptance review is also intended to identify whether the LAR has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed the LAR and concluded that it provides technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an assessment regarding the acceptability of the proposed request. However, NRC staffs determination does not preclude the request for additional information as the review proceeds. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the staffs ability to complete the detailed technical review are identified despite the completion of the acceptance review.

The NRC staff estimates that this LAR will take approximately 110 hours4.583 days <br />0.655 weeks <br />0.151 months <br /> to complete and that the review can be completed within the time period of May 10, 2018, requested by the licensee. These estimates are based on the staffs initial review of the LAR and they could change due to several factors, including requests for additional information and unanticipated addition of scope to the review. If there are emergent complexities or challenges in the review that would cause changes to the initial forecasted completion dates or hours, the reasons for the changes, along with the new estimates, will be communicated to you.
